My understanding is that we are in the process of setting up formal access
to 802 mailing lists for IETF contributors regardless of attending meetings.
In practice there is no issue with providing draft documents to interested
parties who are capable of credible review and contribution. I'd say any of
the MIB doctors fit that mold. I have sent Bert the document, but I'm
guessing he already has access.
