I have no problem with the idea, if the implementation provides
some way for MIB doctors to signal their current availability
and their estimate of the time needed to review a document
given their current workload.
I think we also need to recognize that some MIBs are in pretty
good shape by the time we get to review them, while others
may need significant rework and multiple review cycles.
