     ::= { pwStdMIB 5 } --To be assigned by IANA

You SHOULD NOT do that.
The way to do this would be:

     ::= { pwStdMIB x } -- To be assigned by IANA
                        -- we request to assignvalue 5

There is also discussion going on if it makes sense at all 
to root these types of MIB modules under something else than
just under mib-2.

same story for
     ::= { pwStdMIB 6 } --To be assigned by IANA
in file 
    draft-ietf-pwe3-satop-mib-00.txt
