David, I do not think that you have (even very rough) support/consensus
in the IETF to support that work. So it will NOT be entertained as
an IETF supported activity.
You (as everyone else) are free to submit your document as an
individual submission to the RFC-Editor for publication as
informational or experimental RFC. It will get to IESG for
review for conflicts. It will get a standard disclaimer
on the front page (as per RFC 3932). And potentially I will
even suggest to IESG to als request yet another IESG note
on the front page, namely something aka:
Readers of this document should be aware that SNMPv1 has been
designated as HISTORIC and that the IETF recommends to move
to SNMPv3 instead. Such a move will not only advance you to
the current IETF Network Management Standard, but will at the
same time get you the support for Counter64.
