We can. Normally we keep the WG alive till RFC comes out, so that
there is a place to go to if any issue comes up during RFC-Editing process.
Sometimes I DO close the WG early if I erally want to get rid of it.
Or top give a clear MSG: this is really over.

I believe the wg mailing list is at ietf.org, so we can keep
it active if we want to.

long term. mailing list names are not guaranteed to exist forever.
So it does not matter that much in my view.
