Here is a correction to what I wrote yesterday:

proposed charter: 

    Develop a mechanism or group of mechanisms that enable multihoming
hosts, enterprise end systems, and intermediary routing systems.  The
mechanism should scale to encompass the planet's multihoming needs. 
Consideration of mobility is NOT ruled out of scope uat this point.

Please update accordingly.
