It is a moderate protection against failures of access network
between site and ISPs.

However, if ISP A or B fails...

In general, multihoming proposals depending on intelligent intermediate
systems (in this case, tunneling between border routers) do not have
enough rubustness.

More generally, anything depending on intelligent intermediate
systems do not have enough rubustness.
