I'd like to add a couple of comments:

1) The section on the current state of multihoming is expected to be
   covered in a standalone draft, so you might remove that section from
   your draft and stick just to your proposed solution.	

2) A bibliography would be welcome, particularly since your proposal
   often refers to the GSE/8+8 ideas.

3) Could you further flesh out details of the API and protocol changes? 
   Discussion on the list seemed to address some of the open questions
   in your proposal in this area (specifically, how are address changes
   handled?)  SCTP would also seem an interesting avenue, if the API
   could be brought in line with existing systems.

Generally, I'd like to see text covering how such a system would actually
be implemented in practice.  Right now it seems like an assemblage of
existing ideas.
