        It would be sensible to move the complexity of multihoming
into the set of systems that actually are using multihoming.  Right
now sites that aren't multihomed have to pay the operational costs
caused by multihomed sites.  

        If this meant moving some multihoming complexity into the 
transport layer (compare with SCTP), that would seem entirely reasonable, 
to me at least.
