  If the market has been distorted, then the market has been distorted. It
means that we can not claim that our technical discussion will be immune to
political concerns. 

  It might be, in a theoretically "natural" market that there is a business
case for IXs, but that given where we are now, there is no reason for them,
and little likelyhood that their need will return. 

  I genuinely hope that this isn't the case!

  My impression of the discussion is: if we assume IXs will grow in number, 
then multihoming becomes easier/cheaper.
