Obviously it depends nf the architecture you want to follow - As I 
understand it HIP is a persistent identity algorithm at the application 
layer. It you want to following the architectural model that multi-homing 
at the end point implies a change of address _that the application is aware 
of_ then either you need  some part of the address to remain constant (low 
order n bits) or you need some other exchanged token to denote identity. 
Its not obvious to me that you need both mechanisms simultaneously.
