I should point out that the use of non-global scoped addresses will
utilize a form of source-based routing already.  Right now, the
restriction is in place for two reasons:

     1. To ensure the correct scope zone ID is used in route lookups

     2. To prevent source addresses of lesser scope from "leaking"
        out of a scope zone boundary

This is all documented in the scoped addressing architecture document
draft-ietf-ipngwg-scoping-arch-02.txt.
