What a stupid suggestion.

It makes the border router the single point of failure totally
destroying the benefit of multihoming.

If you try to have multiple border routers with complex redundancy
protocol, there always is simple failure mode of the protocol.

Hosts, of course, are the only intelligent entities of the Internet,
must make as much decision as possible and should have all the
information.

Never say IPv6 global routing table is to large.
