Then the first order of business would be to solve the discovery
problem. Is someone brave (or foolish?) enough to stand up to the DNS
people and suggest using the domain name system for this? Or have a look
at the MHAP draft for an example of one that doesn't use the DNS:

I think something completely new, designed specially for this purpose,
would be best, but that will take a good deal of time.
