ISO-8859-1 includes 96 characters with 8th bit on and is local
to scripts of western europe that it is worse than KSC 5601-1987 for
the International communication.
Use ASCII.

OK. My comment on the API extension is right on the thread at:

I'm afraind you still don't recognize the technical nature of the API.
