OTOH, you stated explicitly that "Network layer 
solutions are at layer 3. transport layer solutions 
are at layer 4." Please provide a citation for this

But, it also points out that ECN and IPsec negates your 
sweeping statement "Network layer solutions are at layer 3. 
transport layer solutions are at layer 4."
