Nobody has ever traced the person behind "Jeff Williams". I'm surprised you haven't come across his or her output before. I make no apology for attempting to prevent him or her wasting our time, as he or she has wasted time of many other IETF WGs in the past.

If someone is posting under a pseudonym, please indicate who you believe the real author is and why.
As to whether to reply, I would prefer that you let the WG decide that for themselves. Blackballing posters is an extreme measure, and shouldn't be done unless absolutely necessary. Besides, trolls are everywhere.
