     The answer should be yes.

     Each AD should have a monopoly for one function. A Funtion can be QoS,
 security, etc, or a subset. There is no conclict in ED by design, for
 example by ordering and merging rules in a standard way, for example
 1) security deny, 2) QoS xxx, N) security encrypt, etc.
