I can understand the reluctance to have place-holders without
a clear understanding of how they would be used.  At the same
time, leaving them out just means that when the time comes to
put them in it will be extra painful, because we'll debate:
  - how to make whatever the mechanism is work with at least some
    of the schemas that will have been deployed by then
  - whether the updated protocol is a new version
  - how to deal with whatever proprietary mechanisms will have
    cropped up to do the same thing
