We need to clarify this stmt because the protocol draft doesn't
say that the attributes are IN the data model. The attributes 
belong in the NETCONF protocol's namespace. The data model has
it's own namespace. (Yes, the draft needs lots of clarification
around this issue, assuming the idea survives this discussion)

It's true that using attributes to tag data for operations will
have an effect on the way the data model gets serialized as XML, 
since it's not possible to put operational attributes on data 
model attributes, for example.
