Once NETCONF is done, we probably need a (readonly) netconf MIB which 
might export among other things the status of NETCONF locks. I do not 
think it is worth to come up with the generic and general lock-mib, 
especially since locking semantics are usually delicate.

At this point in time, it is probably too early to worry about such a
MIB as NETCONF still has some rough edges that need to be worked out.
