article on NETCONF at DSOM 2004 conference

Hi Everybody,

I'd like to signal an article on NETCONF recently presented at the DSOM 2004 and published in the "Proceedings" booklet of the "Springer" Verlag.

Basically, this article presents a enhancement suggestion of the "validate" operation. It also raises an issue with the distributed aspect of the network management.
