 Clarification of the replayLogStartTime is needed.
 The exact behavior the manager should expect needs to
 be specified.

 There is a bug with the current text, because
 this element is mandatory.

 Either the start time can represent the time the log
 was created, or it can represent the time of the earliest
 notification in the log (more useful), if any, but not both.
