Netconf WG Re-chartering Discussion

Hi

Just a heads up that re-chartering the NETCONF working group in order to
support the work proposed by the NEE BOF is currently underway on the
NGO mailing list. The decision to have the discussion over there was so
as to not clutter up this mailing list while we are trying to close off
the Notifications work.
