NETCONF ticket 8 - URL assignments for IANA 2 (netconf-notifications)

is also about URL assignments. In fact it is about registering the
XML schema files. Looks like there are 2 Schemas to be registered,
namely the one in section 3.4 and the one in section 4.

I suspect we need to give better instructions for that in the
IANA considerations section.

Need IANA to assign URLs for each of the 2 XSDs in the draft, and each XSD
extracted and made available online.

For example,
