interim meetings



i do not think this applies to any o&m wgs, but just in case ...

one or more <non-o&m> area wgs are rumored to be trying to schedule an
'interim' meeting in the states instead of meeting in adelaide, presumably
because of distance and/or cost issues.  of course this rudely ignores the
distances and costs our australian co-workers have incurred over many
years.  as an international organization, the ietf tries to distribute the
location of our meetings, and this should not be subverted.

rfc 2418 section 3.1 tell us that "interim meetings are subject to the
same rules for advance notification, reporting, open participation, and
process, which apply to other working group meetings."

"advance notification" and "process" require prior approval of the meeting
by the relevant area directors and publication of any announcement on the
ietf-announce list at least one month prior to the meeting.  one reason
for prior approval is to see that the location, timing, etc.  do not
unfairly favor some subset of the members.  this applies to all in-person
meetings to which a large part of the working group is invited, even if
labeled as 'informal' blah blah to distinguish them from 'real' working
group meetings.

to reduce the likelihood of disenfranchisement, your kindly area directors
do not currently plan to approve interim meetings of wgs which do not meet
in adelaide.
