That is, in fact, its complete and sole scope.

Quite right.  All of which applications are handled in the Applications
Area of the IETF.  It may well be the case that the folks who operate
applications need to communicate better with the folks who develop
applications, however neither of those two groups are present in this Area
or on this mailing list.

Hey, I thought a network without applications was a valuable acquisition
target?  Oops, that would be the old-new-economy model...  :-)
