The -01 draft was submitted just as they went on vacation
for the holidays, so it won't appear in the repository for another
week or so.

In the meantime, it's available in

    http://www.pch.net/documents/papers/internet-drafts/

I also promised to post the summary of the suggested requirements
from Bill's slides; I'll try to get that, and the BOF minutes,
out this week.
