Spliting up opsec doc editing tasks

It's pretty clear that one thing that's going to need
to get done is a pass or two to split out compound
requiremnts, revisit/simlify justifications, and
make sure the implementation (for the BCP section)
is clear.

I think we could distribute those tasks.  I'll
I can do the merge/editing.   Discussion on 
the opsec@ops.ietf.org list (subscribe if you havn't already
and you want to follow/contribute).
