Layer 2 is mostly gone from the BCP

FYI, Layer 2 stuff is mostly gone from the BCP.  Only thing left is
that layer 2 devices that use higher layer services (e.g. SSH/SNMP for
management) need to conform to the rest of the BCP where they
use those services.

Layer 2 requirements needs to be addressed, but the scope is bigger
than what can/should be addressed here.  Speak up if you want to work
on layer 2 reqs.
