abstract changes

I'm trying to resolve the front-matter/document type issues
identified in the BoF.  I've removed references to it being
BCP and added the following to the end of the abstract:

04>   Operators and vendors should carefully consider the
04>   individual requirements listed here in the context of local policy,
04>   operational and security needs.  One size does not fit all.

in an attempt to get people to *think* about the requirements in their
own environment rather that treating the whole doc as one big
checklist item.

Plan, for the most part, is to respond to the rest of the outstanding
comments as if it were going BCP, but to publish as INFO.
