Immediate need is thoughts on charter:
  - scope (routers, switches, core, edge, soho, wireless....???)
  - Goals: documenting existing best practice? Encoraging better 
           feature sets?
  - docs to be produced (framework, generic ip reqs, core reqs...
			 BCP vs. Info...., device reqs. vs
			 recommended usage)
  - timetable
  - relationship to other efforts (e.g. T1 wg...Chris ?)

Once that's done, we'll need people willing to write and
review the drafts.
