Agreed.  That makes $0.04.

I think the key destinction here is transit.   CSPs (per Don's
definition) are not providing transit.  They are hosting
applications.  That is a whole different ballgame.  I think
here we want to stick with management of NEs that provide
transit @ layers 2 & 3.

I will say that, to some degree, size does matter.   LARGE nets
may manage out of band with a completely redundant IP network.
They will have requirements driven by this.
