One of the things I learned in doing the opsec draft is that a
lot of good ideas come up that don't make the cut for one reason
or another.   This was particularly true once people started looking
at it as a possible BCP.   I think there is value to documenting
the items discusssed....two possible uses are for documenting
the reason things were rejected (not Best, Common, or Practice at time
of writing, too hard to implement, of little value), and to list
features that people may want to shoot for in the future.

I have no strong feeling about how the information gets preserved
(info RFC, mailing list archvies), just that it gets preserved.
