I recommend xml2rfc (http://xml.resource.org/).   It does a very good
job of formatting.  I have small tool-chain around (make, cpp-like-thing)
that lets you cite references (available above).

I'd also suggest using CVS to allow multiple authors to work on bits
of the same document (can anybody volunteer a publicly accessible CVS
server ?...if not sourcforge may be an option)

I'd be willing to help bootstrap authors on either/both of these.
