In a way, yes. You are just using a positional syntax instead of TLV.
Your syntax has the same difficulties as sub-attributes. You can't
associate only a 'millions-part' with a user in the RADIUS database.
You have to specify the whole Integer. You are "tunneling" an
un-interpreted integer through RADIUS to some higher layer protocol
(eg. an accounting application).
