There is a proposal on the table to utilize a vendor-Id of zero
within VSAs, to extend the IETF RADIUS attribute space.  From my reading
of RFC 2865, it would be legal to support one level of sub-attributes
within such an "extension".  Whether this is a good idea or not is another
question.
