RE: Issue 123/124 Radius Digest requirement to clients

I think the proposed language is acceptable.

In reading it, I noticed that the draft does not appear to discuss
RADIUS Proxy Servers.  It talks about HTTP Proxy Servers.

With regard to the normative requirements for nonce generation placed on
RADIUS Clients and RADIUS Severs, would it be useful to note that the
neither the RADIUS Client functionality with in a RADIUS Proxy Server,
nor the RADIUS Server functionality contained within a RADIUS Proxy
Server are ever expected to generate nonces?  That is to say, RADIUS
Proxy Servers perform no operation on the nonces other than
pass-through.
