A plan for moving forward on RFC 2618bis-2621bis

These documents have now completed WG last call, with 5 issues being raised, 
three of which are closed.  I'd like to propose that the editors close all 
the open issues within two weeks so that we can spin a new version and get 
the documents on the IESG agenda for the next teleconference.

These documents are now more than a year behind schedule for what was to be 
a relatively minor update.  It's time to move on.
