This is an informal effort, at the suggestion of the WG Chairs, to
assist the author in moving the document along at a more rapid pace, as
it is very late (and was already late when Greg volunteered to work on
the draft).  As this is still an individual submission draft, in pre-WG
review, this is not a formal RADEXT WG Design Team.  The focus has been
on maturing the draft to the point of being ready for consideration as a
WG work item.
