Rationale/Explanation of issue:

Section 2.3.2 is attempting to fix a problem with Acct-Session-Id which
is not really a problem.

Infact, the proposed change will break existing RADIUS server
implemenations, Accounting Correlation and Mediation systems and other
backoffice systems.

The text from issues and fixes is as follows:

2.3.2.  Acct-Session-Id and Acct-Multi-Session-Id

   [RFC2866] Section 5.5 describes Acct-Session-Id as Text within the
   description, but also states that "The String field SHOULD be a
   string of UTF-8 encoded 10646 characters."

Effectively there is no inconsistency since both definitions lead to the
same result.  Acct-Session-Id will be implmented as "UTF-8 encoded 10646
characters".  No developer will implment Acct-Session-Id as a String. 

Requested change:

Delete this section.

Alternatively, you can reinforce that Acct-Session-Id is of type TEXT.
