  RFC 3539 already has a suggested retransmission and timeout algorithm
for AAA protocols over TCP.  I think that could be used.

  Any document for RADIUS + TCP would need to concentrate on
RADIUS-specific issues.  e.g. UDP RADIUS practices are NOT appropriate
when TCP is used as a transport protocol.
