I'm on vacation indeed :-)The proposed text surpasses my expectations. I would have been fine with just taking out the one dash about no new transports. This new text also "fixes" the questions like "Why is DTLS not against the charter, being a new security mechanism?", which have been asked in the past several times, including at IETF-71. The new text has more "truth in advertising" in that respect.
