It's not at all clear to me that "Web services" qualifies as any type of
protocol at all. W3C defines a "Web service" as ""a software system
designed to support interoperable Machine to Machine interaction over a
network." Certainly, this definition requires the operation of one or more
network protocols but there is no requirement that HTTP be one of them. I
think that the Attribute needs to be renamed -- maybe
"Framed-Management-Method"?
