We have already had an extensive discussion on the list as to whether the
Ext-Type field should be one or two octets.  The WG verdict was to have it
be two octets. 

"Splitting" this field so as to make the AVP-Type one octet seems like it 
would be effectively reversing the (tortuously arrived at) WG consensus.
