  No.  Even if it does, the User-Name in the Access-Request *isn't* the
same as in a previous Access-Challenge.

  I've put this kind of behavior into my "broken NAS" bin, along with
other "inventive" behavior, like echoing an Access-Challenge back to the
RADIUS server when it has (... Message-Authenticator, State) instead of
the preferred (... State, Message-Authenticator)
