FWIW, in eduroam we also considered (for a _very_ short time) source
routing options, and also bang-path routing (multiple .edu participants,
physically located in different .ccTLD spaces proved to be a challenge)
but quickly came to the same conclusion as Alan.

That being said, I have no strong feelings regarding expunging of the
wording. After all use of bang-path is optional. And even the RFC makes
clear that the presence of ! in itself does not necessarily make it a
routing hint - it is more a question of interpretation: "The '!'
character may appear in the username  portion of an NAI for other
purposes as well, and in those cases, the rules outlined here do not apply"
