I'm not sure if that accurately captures the chronological sequence of events,
but I'd like to remind that the original submission of the Design Guidelines
was back in July '05;  three & a half years back.
The WG has had trouble embracing _any_ design philosophy.
And the SDOs have business issues that must be addressed in a more
timely fashion.
