Unfortunately, distributing policy is NOT the same as having an effective policy. In an enterprise of any significant size, the number of hosts that is not completely under the control of the local administration can be quite large. Those host may or may not comply with the policy as distributed, either due to non-implementation of the policy mechanisms, incorrect implementation, or outright malfeasance.

FWIW, the issue you are raising does pertain to pure host-based routing and addressing solutions such as Shim6, but not to combined host/network-based solutions such as Six/One.

In Six/One, the edge network is still in charge of selecting a provider: Hosts can only /suggest/ a provider; it's the edge network which finally /decides/ whether or not to grant that suggestion. This means that, in Six/One, there is no need to define a provider selection policy and distribute it to hosts.
