I think that this reads a bit more into the charter than is there.  You are
correct, scalability is not listed as THE primary goal and instead lists a
number of goals.  However, the charter is not explicit in giving them equal
weighting.  Rather, it is silent on the issue, giving us the freedom
(necessary, IMHO) to balance the various and sometimes conflicting goals.
